A New Zealand passport photo is 35 × 45 mm when printed. For an online application you upload a 3:4 digital JPEG — at least 900 × 1200 pixels, no more than 4500 × 6000, and over 250 KB.

1080 × 1440 sits comfortably inside the range: sharp enough to print, small enough to upload, and safely above the 250 KB floor that trips up screenshots and photos sent over messaging apps.
Size is only half the specification — position is the other half, and it is where most home-made photos fail. New Zealand wants your head roughly 32–36 mm from crown to chin on a 45 mm tall photo, centred, with clear space above it and your shoulders and upper chest visible below.

The printed dimensions are the same. 35 × 45 mm is the standard used by Australia, the United Kingdom and most of Europe, so the paper size is interchangeable.
The rules around the photo are not. Head-height ranges, background colour and the digital pixel limits differ country by country, so a photo made for a UK application is not automatically valid for a New Zealand one. This site is built for New Zealand only.

A passport is not the only New Zealand photo you can take at home. The printed size is 35 × 45 mm for all of them; the digital upload differs by agency, and so does how old the photo may be. Every figure below comes from the agency's own published specification.
